Agriculture policy in a shambles

In his very comprehensive letter Khan Faraz has spelled out what ails the agriculture of Pakistan. But in his list of recommendations, he surprisingly misses out mention of irrigation water which is the main reason for reduction in agricultural production. Presently, there is a 17 percent shortage of water for the Rabi sowing season which can be overcome only by enhancing the available storage capacity. And that cannot be done except by building a dam at the earliest and not 15 years later.
